Photoshop Elements 12 Layers Tutorial
so this is what I do for layers in ps:
{Dedicated to Nadia, because she requested this :3}
1. copy/paste the layer
SPOILER:

2. Copy and paste the layer/texture you want. (Note: You can use any layer to experiment with, this doesn't only apply to textures. This applies to anything on Google Images, etc.) Some textures are: grunge textures, pixel lines (the one you're interested in), dust, scratches, etc.

Note: You may want to resize the layer. When you click on the move tool, you may notice that your layer has these boxes thingies. When you click and drag on them, you can move them in or out.

3. Fix the transparency of the layer that's your texture/extra picture. If you don't like the way it looks, you can copy and paste another layer, switch the first layer with the second one and fix the transparencies, and etc.
Use the "Opacity" (located on the layers bar) to change the transparency of the layer.

The higher the percentage, the darker your picture will be.
-- This is what your screen will look like when you click the opacity of the layer --
Click the circle and drag it up and down. You will notice your layer get darker/lighter.
